24.07.2017: Today Lunch hour gate meeting is conducted at Telephone Bhavan,AIP Sri Laxman garu,CS Sri Veerabadra Rao garu DS AIGETOA,HTD Sri Madhava Rao garu, SNEA DS Sri Murthy,BSNLEU DS Sri Mohan Reddy Garu ,BSNLEU DP Sri Ramachandrudu garu are attended this meeting,from AIGETOA side AIP Sri Laxman Garu&DS HTD Sri madhava Rao are addressed the gather at TBN ,Explained the importance of strike on 27th July 2017,they explained that each and every employee of BSNL Should participate on 27th july 2017 Irrespective of any union/association.
17-07-2017:Joint Forum of BSNL Executives Associations vigorously pursued the HR issues with CMD/BSNL, DIR(HR), PS to MoSC, PGM(Pers), PGM(Estt) and GM(FP) during last one week. The following positive developments also happened in various issues. In addition to the CHQ leaders of JF, Shri B. Laxman, All India President was also available at HQ during this week.
a) Implementation of standard pay scales of E2 and E3 w.e.f 01.01.2007:
BSNL proposal is not seriously processed by DoT so far. The matter is still at Director/Jt Secretary level. So JF leaders met PS to MoSC for expediting the approval. After discussion, PS assured that the matter will be discussed with Hon Minister and an opinion will be made. Thereafter necessary actions will be taken. We sincerely hope that DoT will review its decision and approve the BSNL proposal for E2 and E3 scales before 06th August as JF agitations on pay scales are postponed till 06.08.2017.
b) Promotions in different cadres:
i) JTO(T) to SDE(T) promotion in both quotas: The gradation particulars of the JTOs upto 2005 rect year called by BSNLCO from the Circles. This is due to huge retirement of senior JTOs and large number of JTOs in the AIEL passed the LDCE for SDE(T) promotion. BSNLCO directed Kerala Circle to file an urgent MA for allowing BSNL to go ahead with DPC and promotions subject to the outcome of the court cases. Pers section of BSNLCO called the applicants of the case at Ernakulam for discussion during the month of May, on the initiative of JF. Mgt assured them that there are sufficient vacancies to promote all the eligible JTOs and to facilitate the DPC and promotion. Seniority fixation will be decided as per court decision. They responded very positively. Once court grants permission in the MA for conduction of DPC and issuing promotion orders, we will be able to go ahead with promotion orders immediately. JF is in touch with the applicants and have clarified the stand and the strong initiatives from management side in this regard.
Meanwhile an administrative decision shall be taken by the management to go ahead with promotions in light of the court judgments on reservation, Govt guidelines and the SLP filed in the Hon SC. This will be filed as an affidavit in the Hon Chandigarh HC before effecting promotions in all the cadres where judgment on reservation is involved. This will pave the way to promotions through LDCE/DPC which have been held up for so long.
ii) JAO to AO promotion: The proposal for administrative approval for conducting the DPC is processed, vacancy yearwise. More than 650 vacancies are there as on date. After the approval, ACRs will be collected and VC will be called.
iii) SDE to DE promotion: The roster preparation for 2014-15 and 2015-16 (as on 31.03.2016) almost completed. It will be sent to SCT Cell for approval. Simultaneously action will be initiated to call the VCs. Large number of missing ACR cases are there which is uploaded in the intranet and in our website. All CSs and SSA secretaries to pursue urgently and send the ACRs. The assessment report and soft copy also required urgently.
iv) AO to CAO promotion: Action is initiated for administrative approval. After that ACRs will be collected from CR section and VCs will be called.
v) SDE( C) to EE( C) promotion: Once BSNL mgt taken a decision on reservation issue based on the judgment and Govt orders, this promotion can be issued. DPC is already conducted. Only fresh VC required.
c) 30% Superannuation Benefits:
After lot of persuasion, management moved a proposal for increasing the contribution by 2%. However, JF and the Unions & Associations are trying its level best to increase the contribution as per our demand. Earlier management proposed the increase in stages, starting with 1%. File is in EF section, discussion completed and expected the clearance by Monday. It is expected to be cleared by the MC of the BSNL Board in a month time.
d) CPSU Cadre Hierarchy implementation:
The draft proposal is examined by Legal Cell and returned to Pers Cell with their opinion. During discussions with management, it was decided to switch over to CPSU Hierarchy on completion of the ongoing DPCs/LDCE promotions which are in advanced stages. A presentation on CPSU Hierarchy will be given to the CMD in the last week of July. We demanded CPSU Hierarchy implementation w.e.f 01.01.2017, protecting all the ongoing promotions. We are trying to get it approved in the next Board meeting in Sept/October. CPSU Cadre Hierarchy implementation will ensure that all the Executives are promoted to the next grade, upto AGM grade, in a time bound manner independent of the number of vacancies.
e) Approval of HR plan:
After lot of discussions, on 12.07.2017, Restg cell made a presentation of the draft HR plan to the MC of BSNL board. Since all the HR issues are pending in the Board due to non finalization of HR plan, we are strongly pursuing it so that HR plan also will be approved in the next Board meeting. E1+5 increments, SDE RR, CAO post diversion, CPSU Cadre Hierarchy implementation, increase in Superannuation fund, E1A/E2A notionally from 01.10.2000 for Civil/Elect/TF/PA/PS etc, 1st TBP etc will be approved by Board only after finalization of HR plan.
On approval of HR plan, posts in all the cadres will be drastically reduced due to large scale closure of landlines. So along with approval of HR plan, CPSU Cadre Hierarchy also to implemented, otherwise all the functional promotions will be stopped.

- We submitted a letter for Addition of children hospital in BSNLMRS empanelled hospital list, received very positive response from PGM. Children Hospital may be added very soon in BSNL empanelled hospital, also requested PGM to add some hospitals in KPHB area, because there is no empanelled hospital from Ameerpet to Lingampally areas.

21-03-2017:Yesterday One of our Colleague Mr.Vijay(Trainee JTO(LICE)),Nellore SSA was suddenly demised at RTTC,Rajpura (Panjab) due to sudden health problem and bad weather condition at Rajpura.On behalf AIGETOA HTD,I Convey My deepest condolences to his family members.

8) The house unanimously appealed CS,Veerabadra Rao to hold CS Post one more time.

4) Letter should be written to PGM from UF (AIGETOA&AIBSNLEA) on Rural Transfer Policy.
5) Regular interaction with all BSNLDRs in branch level and to explain our views and know their difficulties in field.
6) Branch level meeting will be conducted along with AIBSNLEA on local issues.

Dear friends Good Morning to all, It is for your information that, Accidentally I met SNEA GS Sri Sebastin on 19th Nov 16 at Telephone Bhavan Car parking area at 7PM, While I am going to tea, some of SNEA friends have introduced me to GS, SNEA.
I introduced my Self as a DS, AIGETOA, HTD. There were 15 SNEA members are there with GS, SNEA, in that some of BSNL DRs also there, More than 1 Hour heated and energetic argument was happened with GS, SNEA regarding BR executive issues.
I have raised the following issues with GS, SNEA.
30% SAB:-

Why SNEA is asking 6% SAB in their manifesto instead of 12%
GS, SNEA:-
Why GS, AIGETOA agreed for 3% pension?

Our GS, Sh. Ravi Shil Varma, not agreed for 3% and at same time not agreed for the same if BSNL approve it but our stand is demanded for total 12%, It is not supposed by GS, SNEA for blaming like that, from starting on wards we are fighting for remaining 12% SAB only.
As my discussion with GS, SNEA, he thought that if BSNL give 12% SAB to BRs that it is more than (18%) the DOT employees which BSNL is paying towards Pensionary benefit to DOT but straightly he has not replayed.

Entry level of executive cadre in any PSU is ET/MT (i.e. JAO/JTO in case of BSNL) and there should not be any lateral recruitment above JTO/JAO.

Why for separate recognition? what are the service rules are different for DOT & BSNL DRs?

Recruitment rules are entirely different in comparison to DOT recruited employees, DOT employees are getting pension and BRs are not getting any pension and as per terms of BSNL formation there may be a separate mechanism for pensionary benefits to BRs which was never raised from your platform later DPE provided 30% SAB as per 2nd PRC. That’s why we know our problems very well than the DOT executives and you people are not raising our issues with right spirit, that’s why we are demanding Separate recognition for BRs, for which we are fighting since 10years.

DPC/LDCE is delayed due to cases Filed by AIGETOA?

It is failure of SNEA only, you people are openly supporting DPC candidates at Ernakulum court case, and one side you are saying that SNEA is opened for all Executives and other side your supporting one section of people and neglecting the BRs who are also members in SNE - which is unethical.
DS, HTD, AIGETOA:-
I raised my service details that, I was appointed in 2002 against recruitment year of 2001, where as some of DPC candidates appointed in 2005 against vacancy year of 1999. In DPC seniority list, I am junior than DPC 2005 recruited JTO, In all India Gradiation list 2005 appointed DPC (JTO) occupied serial no 1800, where as my self in serial no 8500, we are not got any Justice in BSNL, that’s why somebody approached legally. Seniority list was not prepared based on 1:1 ratio as per the JTO recruitment and DOPT guidelines. It is total failure of so called unions like SNEA and others.
I also argued with GS that, any PSU there are 2 types of Recruitment channels, that is - one is External and other is DPC (Seniority). Unfortunately BSNL Having 2 types of internal recruitment one is DPC(67%) and LDCE (33%).

Other PSUs are implementing CPSU cadre hierarchy, BSNL is not adopted CPSU, that’s why SNEA is fought for fast track promotion thought LDCE.

We alone fought for EPF, Training Arrears, Streamlining of EPF account and, 1st time bound promotion with 4 years.
SNEA not done any agitation for 30% SAB, Standard Pay scale, CPSU. You people has done only recent agitation under UF that to in view of 1st MV.

He has requested me that, If AIGETOA is support SNEA in 1st MV, With in 6 months time 30% SAB, CPSU, Standard pay scales should be settled.

Friends this lengthy discussion was happened with GS, SNEA, I never compromised with their arguments, I strongly opposed their comments on AIGETOA in different issues though I am alone. Ultimately they all are failed to convince me.
I conveyed my sincere thanks to GS, SNEA, who is discussed with me more than an hour, he was listened my opinion patiently, given freedom to talk freely with friendly manner.
After Meeting with GS, SNEA, I came to some conclusions about their views on the following Facts:-
SNEA leaders are confusing the BSNL DRs on standard pay scales by propagating wrong propaganda that it is delayed due to asking of up gradation of scales E2-E7 by (AIGETOA&AIBSNLEA).
They are canvassing that, Delay of 30% SAB is due to UF (AIGETOA&AIBSNLA ) by demanding 12% SAB.
They confusing the JTOs who are appointed after 2007 in scraping of MT/DGM RR by hiding the facts behind the said RRs. By saying MT is fast track promotion.
They are canvassing that AIBSNLEA is Accounts Association, SNEA is an Engineering Association.
So, I am appealing to all of you please create awareness to Our BSNL DRs, Why we supporting to AI BSNLEA.

They confusing the JTOs who are appointed after 2007 in scraping of MT/DGM RR by hiding the facts behind the said RRs. By saying MT is fast track promotion.
They are canvassing that AIBSNLEA is Accounts Association, SNEA is an Engineering Association.

I resquest you all that we have to educate our friends DR executives and all other executives on long pending HR issues with the LOSSES & GAINS regarding the following issues.....which decides the future of all executives.
1. Who are going get benefit If we stay in standard pay scale for 10 years in E3
My view:-
Gain -
No Executive.
LOSS -
All executives presently WHO ARE IN E1A, E2, E2A & E3 and these executives are the ONLY group who HAVE TO STAY IN E3 for 10 Year and no other executive in BSNL is having the loss.Most of the senior executives have crossed E3.
2. Who are going get benefit if MT recruited.
My view:-
Gain -
Very few executives over period of many years dat too if internal quota exam is conducted successfully...
LOSS:-
i. MT recruitment will become hurdle for all executives promotions.
ii. MTs only will occupy DGM and above posts.
iii. MT in E3 scale , so SDE will get E2 then JTO will be in E1. Scales will be degraded.
iv. With the prevailing rules & regulations (Many cout cases may filed against each other like LDCE & DPC ) internal candidate will get remote chances to become MT.

01-11-16 : Meeting with PGM HTD on 29-10-2016:
Sri. Madhavarao, DS along with Sri M.Mohan,DP,Sri. Rama Krishna ADS(H.Q),BSNL Bhavan and Sri B.Sreedhar,DFS met PGM HTD on 29-10-2016 and discussed the following issues
1) Shortage of EPBTs& other material;:-We explained that there is huge shortage of EPBT in filed units,due to that our External plant executives are facing lot of pressure from existing customers , and as well new customers of BSNL,due to this we unable to achieve the fixed target, PGM sir replied that already this issue has taken up with Circle office,very soon we will get EPBTs,also discussed regarding of purchase of low count Fibers in HTD and informed regarding shortage of Joint Kits/CT boxes/5pr/10pr copper cable. Sir has expressed his difficiulties regarding of stores. After lunching of ERP material consumsion is not updated by files units due to that we are facing lot resistance from circle/corporate office, so friends try to update the used material in ERP please.
2) Shortage of Field Staff:-Every month line staff are retiring but substitutes are not being provided, we advised to take outsourcing staff on contract basis but PGM sir also expressed some difficulties to take the outsourcing staff, sir also assured that to take this issue with circle team.
3) Rural Transmission Issue:- As per our proposal already two transmission sub divisions are made, one is Towlichoki and another one is Kompally Division but kompally division is not given any roles in ERP,and also we proposed to post sufficient staff to strength the Rural transmission wings ,Sir assured that he take up issue with AM rural and also assured that any body interesting to work in rural transmission give the detail of executives.
4) Transfer &Posting in The cader of SDE/JTO:-
a) We explained the difficulties of rural executive, years together they are working in rural area, so far not consider their request transfer to urban area and also we explained that already 7 Rural JTOs are qualified in LDCE (SDE) definitely with in a month posting will be expected ,PGM sir has asked regarding of LDCE,we requested to PGM sir, try to post the all LDCE qualified candidates in HTD ,Sir has assured that after allotment of circle definitely try to bring back more number of people to HTD.
b) As per the request of SDE(Film nagar ) we asked the PGM ,please post the JTO(Extl) Nandi Nagar,sir promised that very soon the vacant post to be filled with incoming jtos From other SSAs.
PGM sir has so much confidence on DR JTOs/SDEs, We assured to PGM sir that our DR Executives are ready to work at any circumstances but we want only support from the higher officers and provide the sufficient material and man power definitely we will give the quality of service. Also discussed regarding of ERP and Sanchar soft SIM /recharge management system.

HTD Executive Body Meeting Minutes
AIGETOA, HTD Executive body meeting was held on 06.07.2016 at Telephone,Hyderabad. Sri M.Mohan, DP ,HTD presided over the meeting. Chief guests of the meeting were
a. Sri B.Laxman, All India President (AIP)
b. Sri G.Veerabhadra Rao, AIVP
c. Sri Sreedhar Babu JS(South),
d. Sri Ramu,CFS AP,
e. Sri Munibabu DS ITPC.
District Secretary Sri M.Madhava Rao, welcomed the District Body executive members, chq leaders and other senior leaders. DS,HTD has given his opening remarks and also explained the agenda of the meeting.
The agenda of the meeting is as follows
1) Review on subscription collection in HTD, and strengthening the association in HTD.
2) Discussion on HTD Rural Transfer policy
3) Discussion on MRS Hospitals in HTD, especially w.r.t. children’s hospitals.
4) Discussion on Bifurcation of United AP circle.
Firstly Our beloved Leader Sri B. Laxman, AIP addressed the gathering.
Sri B.Laxman:
1) Explained briefly about AIC meeting which was held in Mysore on 17th,18th,and 19th June-2016, updations were given, mainly with regarding to merger of association which is out rightly opposed by the house of AIC, because AIGETOA is platform for all BSNL Direct recruited Executive employees only.
2) He specially thanked AP members, who supported him from the starting of the association so far and elected him as a All India President.
3) This time AP has got three Chq leaders Sri G. Veerabhadra Rao as a AIVP, Sri Sreedhar Babu as JS(South) and he assured that any issues with regard to field will be discussed with chq.
4) He also explained that the LDCE cases were closely monitored by Chq team with GM(Per) regarding of calling of On Line VCs e.t.c.
5) Further, Explained regarding Bifurcation of united AP circle, The chq team also pursued with BSNL management, AIGETOA is demanding that BSNL management should take the views of unions and association for smooth bifurcation.
6) He also appreciated AP CS, who created record membership in united AP.AP Circle is having the highest members ship among all circles in India.
7) Finally he appealed to all the leaders of AIGETOA,HTD to take initiation for more number of subscriptions as subscription time was extended upto 20th July 2016 without late fees. Within these 15 days, the circle and chq team will support and help HTD team to increase the membership in HTD by all means.
Sri G. Veerabhadra Rao (AIVP&CS AP):
1) He thanked each and every member of AP, AIGETOA, who have given full support for him to be elected as AIVP.
2) Circle level transfers were successfully completed by circle team except for 2 to 3 cases. The remaining cases will be taken in this month for early settlement.
3) He advised the HTD team to maintain good relation with HTD management and to make continuous persuasion of any issue which will get fruitful result .
4) He also assured support at all levels during membership campaign.
5) He also appreciated DS,ITPC Sri Munibabu who have achieved above 90% subscription from ITPC.
Sri Sreedharbabu ,JS(South):
1) Joint Secretary (South) started his speech by sharing his various personal experiences while discharging duties in different places. He expressed that the DS is the head of the family who has to take all the responsibility like a family head does. If every DS feels like this, the association definitely would achieve targets and goals.
2)He has suggested that the rural transfer policy followed by Banglore and Pune SSAs can be taken and examined whether similar policy can be applied in HTD or not.
3) He also assured that the AIGETOA will be formed in all the Circles and SSAs. He also assured to form a body in Andaman and Nicobar circle.
Sri Ramu (CFS):
1)He congratulated all the newly elected chq body members from AP circle.
2) He instructed all the members to check their EPF training arrears , whether it is deposited by Concerned AOs properly or not, because some of the sections of HTD are calculating only for 10weeks instead of 14 weeks. Everyone has to check there EPF account and if there is any discrepancy, has to bring it to the notice of the union after taking up with concerned AOs .
3)Some of the members are paying their subscription on line but they are not updating in Chq web site. He appealed to all the members who have not updated in chq web site, to update immediately before 20th July 2016.
M.Madhava Rao(DS,HTD):
1) He congratulated all the newly elected Chq members AIP,AVIP&JS(South).
2) He requested the executive body members to respond in time when ever DS asks for their opinions.
3) He also assured that HTD membership will increase before 20th of July 16.
4) The request transfer cases are closely monitored with HTD admin wing.
5) Presently there is no children hospital in BSNL MRS empanelled list , previously we have lotus hospital, presently that hospital is not renewaled, on behalf of HTD body we will pursue this case and coordinate with welfare section .
5) The administration should give the option for staff in all SSAs in both the States before Circle bifurcation.
Sri M.Mohan(DP,HTD):
1)He congratulated all the newly elected chq body members from AP Circle.
2) Every executive body member should speak with minimum 10 members regarding of subscription.
3) Before 20th July our target should reach minimum 100 members, for achieving this we can conduct area wise meeting to educate our members.
4) Options should be called from all SSAs in Circle bifurcation.
Sri Munibabu,DS(ITPC):
He shared his experience with HTD, how he achieved his target while joining members in AIGETOA, he achieved with the help of many senior leaders in ITPC, It is by continuous follow up with non-paid members.
Sri D. Rama Krishna, ADS (HQ):
1. Regarding the strengthening of the association in HTD, he stressed the need for area-level meetings, contacting over phone, meeting personally also if needed. He suggested that the fee may be directly collected from the members instead of asking them to pay online.
2. Regarding Rural Transfer Policy of HTD
a. he suggested that new incoming officers be posted to Rural for a period of two years if they have not served in the rural earlier.
b. He also suggested that if the person who is of Hyderabad origin, he may be given posting somewhere near to his residence, otherwise it would be as good as posting him in another SSA.
c. He suggested to include few of the areas like Kompally, Narsingi, Ghatkesar, Ibrahimpatnam, etc in the Urban. He also has suggested that we may not take HRA into consideration while posting as this would further complicate the issue.
3. Regarding Medical Policy he suggested that he is in talks with other Insurance providers and will let know the details soon.
4. Regarding the bifurcation of state he suggested that options may be called from all the SSAs instead of only from Circle Office.

Resolutions of the meeting:
1) Every executive member should talk with minimum 10 members regarding subscription.
2) HTD body should pursue the Rural transfer policy with HTD management to clear the rural pending transfer cases.
3) HTD Body should pursue the addition of children’s hospital in BSNL MRS empanelled list.
4) To Conduct area wise meetings under the leadership of all ADS before 20th of July 16.

5) Presently there is no children hospital in BSNL MRS empanelled list , previously we have lotus hospital, presently that hospital is not renewaled, on behalf of HTD body we will pursue this case and coordinate with welfare section .
5) The administration should give the option for staff in all SSAs in both the States before Circle bifurcation.
Sri M.Mohan(DP,HTD):
1)He congratulated all the newly elected chq body members from AP Circle.
2) Every executive body member should speak with minimum 10 members regarding of subscription.
3) Before 20th July our target should reach minimum 100 members, for achieving this we can conduct area wise meeting to educate our members.
4) Options should be called from all SSAs in Circle bifurcation.
Sri Munibabu,DS(ITPC):
He shared his experience with HTD, how he achieved his target while joining members in AIGETOA, he achieved with the help of many senior leaders in ITPC, It is by continuous follow up with non-paid members.
Sri D. Rama Krishna, ADS (HQ):
1. Regarding the strengthening of the association in HTD, he stressed the need for area-level meetings, contacting over phone, meeting personally also if needed. He suggested that the fee may be directly collected from the members instead of asking them to pay online.
2. Regarding Rural Transfer Policy of HTD
a. he suggested that new incoming officers be posted to Rural for a period of two years if they have not served in the rural earlier.
b. He also suggested that if the person who is of Hyderabad origin, he may be given posting somewhere near to his residence, otherwise it would be as good as posting him in another SSA.
c. He suggested to include few of the areas like Kompally, Narsingi, Ghatkesar, Ibrahimpatnam, etc in the Urban. He also has suggested that we may not take HRA into consideration while posting as this would further complicate the issue.
3. Regarding Medical Policy he suggested that he is in talks with other Insurance providers and will let know the details soon.
4. Regarding the bifurcation of state he suggested that options may be called from all the SSAs instead of only from Circle Office.

Sri. Madhavarao, DS along with Sri. Rama Krishna ADS(H.Q),BSNL Bhavan met with

- Discussed the case of Mr.Pavan ,JTO(Groups),Vikarabad, and explained that the official has worked morethan 7 years in Chennai circle and joined in AP under Rule-8 and has worked for 2 years in Vikarabad groups. His reliever has also joined in Vikarabad but the official has not got posting order so far. GM(HR) has given assurance that on arrival of incoming JTO from other SSA, the case will surely be considered.
- Some of the cases, who have completed 4 years of service in rural area like Hemanth working in Thumukunta were brought to his notice. GM has assured that in next month there is a meeting with all executive associations of HTD regarding rural transfer policy and after that rural transfer policy will be finalized.
- PGM office admin section was also consulted regarding pending E2-E3 cases of Mr.Hemanth, Smt Sujatha,k,JTO(OP),SRN, and Mr Pavan ,JTO Vikarabad.
- E2-E3 case of Hemanth ,JTO Thumukunta was already sent to Circle office, order is expected in the next month. E2-E3 case of Smt K.sujatha was also takenup by admin section and minutes were prepared, with in 2 days admin section will send the same to circle office, where as JTO Pavan case is pending due to unavailability of CRs which is to be pursued with the Rural admin wing.
- Finally GM (HR) was thanked for giving modified orders of Praveen.

- The way we are marketing should change. Door to door campaigns for getting more connections are not useful now a days as some of the gated communities / apartments are not allowing any agencies for marketing in their premises. Instead marketing can be done through local news paper vendors by distribution of pamphlets, by placing hoardings at crowded areas/junctions, by arranging glow sign boards on road dividers with latest plans, ads through twitter, facebook and E-mail e.t.c.
- UDAAN team staff should be well trained with lot of information, otherwise BSNL Brand name is tarnished with their lack of information.
- Transmission:-
- Many issues were brought to the notice of management. OFC is the main back bone for BSNL, Our wings are to be fully equipped and strong planning is needed to increase business.
- While proposing the cable laying in main areas/roads, high count fibers of sizes 12/24/96F are to laid as it is very useful for BSNL for future expansion of the network.
- Enough staff are to be posted in transmission wings, efficient work culture should be developed among the teams.
- It was proposed to divide RURAL area transmission in to three divisions viz., Vikarabad,Kompally and Tolichowk with full equipment,staff and vehicles.
- It was also informed that our existing network is heavily damaged by some of the ongoing projects of Telangana state like Mission Bhageeradha and mission Kakatiya. BSNL Top management has to coordinate with the state government officials to prevent damage to our cables.
- FTTH issues:-
- Optical fiber projects are BSNL future like BSNL FTTH, Internet Leased circuits e.t.c.
- Existing FTTH maintenance is not properly carried out by TM wings. A separate FTTH Maintenance team is required at each AGM level with equipment and transport system.
- All required tools should be supplied to FTTH teams.
- Bulk supply of OFC cables of 2/4/6f sizes for provisioning and maintenance.
- It was also brought to the notice of PGM that ,there is need to develop a module for billing settlement in ERP module for TIPS/BUILEDRs revenue sharing.

- It was also discussed regarding Formation of 3 teams for HTD rural transmission issues.
- AIVP explained about the problems faced by DR executives in their career progression. He also explained to PGM about the reasons for opposing both the DGM and MT external recruitment.
- CS, Sri veerabadra Rao told PGM, regarding upcoming transfers and relieving issues of JTOs and SDEs.
- We met Addl.GM(Admin),HTD, submitted New body certificate and discussed about pending transfer issues of Madhavarao, Bhavsingh and Narasimham. He has given assurance that these three cases will be solved very soon...

2. BSNL Products advertisement: PGM stated that the advertisement given for BSNL Mobile plans on 480 RTC Buses , All leading TV TELUGU CHANNELs, hoardings at BSNL Premises and Radio jingles in all Telugu FM Radio channels. Also mentioned that Rs. 6 Crores are spent on advertisements.
The Association Proposed that advertisements of all BSNL products mainly in all SSAs main Centers ,Mandal HQs and City important centers , on Trains etc. The association requested the PGM to raise more funds for advertisement of all products. The PGM mentioned that Executives with innovative Ideas, Captions and Add films for BSNL Mobile products are encouraged with honorarium for selected ideas/captions /add films.

The AP Telecom Circle is installing 1450 Node B’s(3G BTS) in Mandal HQs for data coverage with quality and assured data speeds and also installing 666-2G Motorola BTSs replaced with M/s ZTE BTS’s in Motorola areas i.e. Adilabad , Warangal, Kurnool, Cuddaph and Prakasham SSA’s.

- On 5th March 2016, AP Circle 8th AGM,26th CEC and Hyderabad Districts(HTD, RTTC, CELLONE, NGN, QA, CIRCLE OFFICE) Conference was conducted in a grand manner with CGMT-AP as chief Guest in Hotel SITARA, Koti, Hyderabad. CS,CP.AIVP,DS,DP and all the invitees were present on the Dias and the meeting started with prayer.
- CP in his opening remarks thanked the BSNL AP circle management for unbiased attitude to the Associations.
- Mohan DS, HTD submitted the report and highlighted the key achievements of the HTD in resolving the staff matters in transfers, EPF streamlining etc.
- CS briefed the AIGETOA achievements and the BSNL AP achievements and Challenges in increasing the BSNL revenues. CS expressed that BSNL should deploy latest wired technologies in delivering Broad band and expand EB functionalities in metro/smart Cities and more thrust is to be placed on Customer care and Quality of service.

- Sri. B.Sreenivasulu Reddy AIBSNLEA CS addressed the gathering and highlighted the role of both the associations working in tandem for achieving the DRs genuine rights. After the MOU between AIGETOA and AIBSNLEA both the associations formed Joint Bodies at Circle/SSA level and are taking up the issues jointly. At CHQ level, AIBSNLEA is strongly supporting the AIGETOA Demands and stressing the management to grant the Rights.
- Sri J.Saibaba, AGS-ENGG, AIBSNLEA also explained about the matters happening in the CHQ & encouraged the all DRs to be united.
- Sri. B.Laxman AIVP, stressed upon the need to plan Core elements to deliver better Quality of service and implementation strategy of FTTH roll-out is to be revised in a big way. He assured management that all the DRs are delivering good services in-spite of several odds in the field and will continue to do the same. He asked management to device better policies and plans for the Profits of BSNL.
- Sri Damodar garu ,PGM HTD, expressed that the Management is always open for discussions with the Unions and welcomed the AIGETOA for a meeting to discuss on the technical issues in the coming days.
- AIGETOA AP facilitated the Ex-PGM (HR), G.S Marshal on his retirement in a grand manner. G.S Marshal wished all the success to the AIGETOA chapter in BSNL and for continuation of the cordial relation between Management and Association. PGM HR stressed upon the Micro Level Planning in BSNL at JTO/SDE level for utilizing the BSNL inventory to earn more revenues. PGMHR shared the information on success story of RUWAANDA, an African country, with Micro level planning. He categorically expressed BSNL will flourish with the contribution of the DRs.
- Sri P.V. Muralidhar Reddy CGMT-AP conveyed that at Corporate level CMD and the Board of Directors initiated many activities for increasing the revenue. He shared BSNL AP Telecom Circle is recording Positive growth in terms of total revenue and the same was appreciated at Corporate level. The Unity of the Associations is very much useful in dealing with DOT for Viability of BSNL. CMD, Honorable Minister expressed satisfaction with the performance of the AP Telecom Circle and asked to compete for the TOP slot in AP circle. CGM expressed that he is very open to the technology trails in the field by the young BSNL executives.CGM desired BSNL AP telecom Circle should not miss the DATA BUS and AP circle is taking initiatives in faster roll out of Wi-Fi hotspots across the State. CGM Motivated the Executives and asked to contribute more by utilizing the Inventory like power plants, Batteries, 5 pair Copper Cable, BB modems etc. CGMs Hard work and extensive experience in BSNL inspired the AIGETOIANS a lot to meet the aspirations of the CGM, APTC and thereby that of BSNL.
- Vote of thanks by Sri. MadhavaRao : He thanked CGM for his valuable time and motivational speech which energized so many executives to work hard more to overcome all the difficulties in the field and to emerge successful. - It was agreed that all the request transfers will be considered for all executives i.e. JTO/SDE/AGM who have completed 3 years of stay as on 30-JUNE -2016 by posting long standing executives as substitutes as per the transfer policy.
- It was also agreed to exempt from transfer, all the OFFICERS who are 58+ age in all cadres, PH above 60% and TOP FIVE CIRCLE LONG STANDING LISTED OFFICERS.
- Considering the requests of those executives (JTO/SDE/AGM) who have completed 2 years AS ON 31-08-2016 in the hard tenure SSAs ie ADB, NZB & ATP.
- Long standing officers who were above 9 years stay as on 31-March-2016, only will be considered for the transfer. Just entered in to 9 years long stay will be exempted. Top Long standing officers will be posted region wise i.e., TELANGANA, RAYALASEEMA & ANDHRA.
- Requested to consider all PH/SPOUSE/MEDICAL/LADIES genuine requests transfer in this 2016-17 transfers If CGMT IS SATISFIED WITH THEIR GENUINENESS.
- All the SOFT TENURE officers will not get any transfer order.Ex. ADB, NZB, KAA, KHM, ATP & SKLM.
- All the unpopular SSA’s officers will not get any transfer order.
- Executives working in SSA’s with less than 40% of justified strength like WGL, NGD, MBN, SGD, CDP.. will not get any transfers
- All the SSAs will be working with >=40% of justified strength after implementation of the transfers.
- All the officers who got transfer order but not relieved so far, will be relieved by 1st week of April, if SSAs fail to relieve the officers on or before 31-March-2016.
- In this general /long standing transfers also all the orders will be implemented on or before 31-May-2016.

- Transfers postings to be given to all willing JTOs/SDEs, from rural area to Urban area, who have completed 2 years of service in Rural Area.
- Strict implementation of transfer policy in HTD in a transparent way and displaying request transfer list and vacancy position cadre wise.
- Discussion has to be held with Administration on modification of Rural transfer policy in HTD.
- Implementation of skilled/semi skilled labour based tenders for maintenance of cable work in HTD area.
- Technical papers to be submitted on technical issues like NGN/ERP/FTTH/Cell one/External plant/EB and open discussions are to be called for the above issues to increase the revenues of HTD.
- Temporary Advance issues in Rural Area and provision of Imprest to all JTOs/SDE through ERP.
- Immediate Reinstallation of Cell BTSs where decommissioning has been done due to technical problems and installation of new cell BTSs where cell coverage area is poor.
- Formation of teams in association like public relations, legal and technical teams.

Telephone Bhavan&GM(Central) Area Meeting updates:
On 12-02-2016 Area meeting was conducted at Telephone bhavan for AM Central & Gowliguda area.Sri Veerabhadra rao CS, Sri Madhava Rao DP, Sri Mohan DS, Sri sreedhar DFS, Sri Ch Ravikumar DVP, Sri Venkataiah CWC member AIGETOA, Sri Balaraj Branch secratary ITPC, Sri Sudhir Ex president TTA SNEA , Sri N.Ravi kumar Ex Area secratary North have lead the meeting.
Main technical &HR points discussed during the meeting were as follows.
1.ERP issues regarding electricity and other vendor bills were discussed.
2.Addition of more Maternity and children Hospitals like Rainbow hospital, Ankura
Hospital etc.
3.Payment of subscription amount through ECS.
4.Release of Periodical News letter from Association.
5.Transfer policy and Relaxation period for executives working in Rural Area with 10%
HRA.
6.Field officers' difficulties in Transmission wing and FTTH wing like non availability of splicing machines.

BSNL Bhavan Area Meeting:
On 10-02-16, Area meeting was conducted at BSNL BHAVAN. Sri Veerabhadra rao CS, Sri Ramu CFS, Sri Madhava Rao DP, Sri Mohan DS, Sri sreedhar DFS, Sri Ramakrishna ADS, Smt Bhanupriya have attended the meeting.
Main technical &HR points discussed in the meeting are as follows.
1.cell signal is very poor in closed chambers in HTD area like KIMS, Begumpet, BRKR building. Members suggested for installation more BTS to overcome the problem.
2.BB technology change also discussed.
HR issues were eloberated by Sri Veerabhadra rao, CS like 30% superannuation benefits, LDCE, MT, DGM RR, CPSE cadre hierarchy and transfer policy in HTD area.CS also discussed about the circle AGM and HTD District conference which are scheduled to be conducted on 4th & 5th of march 2016.
It is decided to conduct Pre district conference of HTD on 20th February.

Area meeting was conducted under GM (SOUTH) area at Charminar. Sri Laxman AIVP, Sri Ramu CFS, Sri Madhava Rao DP, Sri Mohan DS, Sri Sreedhar DFS, Sri Ramakrishna ADS BSNL BHAVAN , Sri Rajasekhar reddy ADS CHMR, Smt sudha Rani WWOS attended the meeting.A large no of members were attended the meeting. Meeting was conducted in a pleasant environment.
Sri Madhava Rao DP elaborated the LDCE issue present status . And also reiterated to work hard for strengthen HTD AIGETOA team and form full pledged body in HTD in all branches.
Sri Laxman AIVP briefed about the developments on LDCE issue at chq level and achievements of our association like steps taken for scrapping of DGM RR, and stay order on MT results by filing court cases at Patna & chandigarh. He also elaborated on our HR issues like E1- E2,30% superanuation benefits, EPF, DPC, CPSE cadre hierarchy etc.
Sri Mohan DS addressed the gathering and stressed the importance of unity and the readiness for the forth coming circle AGM,and HTD DISTRICT CONFERENCE which are scheduled to be conducted on 4th& 5th of march 16.
Sri R.Rajasekharreddy ADS spoke about the importance of unity and also elaborated the importance of initiation from members in Association activities.

Area meeting was conducted at Towlichouki .Veerabhadra rao CS , Ramu CFS, Madhavarao DP HTD, Mohan DS HTD, Sreedhar DFS HTD, Bhav singh Area secratary Rural have attended the meeting.All the members from Rural area are participated actively.
Main technical points discussed in the meeting are as below.
1.Transmission wing has problems in maintenance of huge area.hence asking for dividing the same into 4 sections.
2.Mission Bhagiradha about 50000 KM of OF cable and copper cable is going to be damaged in telangana area.
3.STM-16 equipment are required to make linear routes into ring.
4.Jto/SDEs APARs are not updated since 2 to 3 years.
5.Imprest is not available to JTOs after introduction of ERP as day to day maintainance is become difficult for field jtos.
6.Transfer issues of rural area discussed.
7.FTTH provision /maintainance problems discussed .
After elaborated discussion on above points DS/DP and CS have given clarifications. CS addressed the gathering and insisted to work hard to make a grand success forth coming AGM in HYDERABAD.

1.Release of transfer orders for request transfers from rural area to urban area.
As per discussion with PGM HTD , GM(HR) and DGM(Admn) HTD assured to release the request transfer orders who have completed tenure period in rural area as early as possible.
2.Reliving of JTO's who have got transfer & posting orders to RTTC-Hyd .
As per discussion with Administration the reliving of JTOs who have got transfer orders to RTTC Hyderabad and not yet will be taken up shortly.
3.FTTH issues/Remote DLSAMs/ERP issues
Discussed elaborately about the present situation about delay in provision of FTTH connections/Remote DSLAMs/ERP issues . The fallowing points were discussed.
1.Finding out of local cable operators for TIP for speedup of FTTH connections.
2.Identifying buildings and get more demand in fiber available buildings.
3.Identifying the remote DSLAM locations and reduce the length of the cable for providing better Broad band service .
4.PGM assured to arrange the meeting about the ERP issues very shortly.
It is also discussed about non availability of post paid SIM cards.

On 07-04-2015 Sri M.Mohan DS HTD and Sri Ramakrishna ADS BSNL Bhavan attended the meeting under the chairmanship of our PGM Sri K.Damodar Rao garu.In the meeting elaborately discussed on the action plan of the SWACHH BHARAT Programme. All the BSNL employees shuold participate in the SWACHH BAHARAT programme and make the BSNL clean and green in all fields.From our association side we extend all our support to this programme.

Submission of Memorandom to Hon'ble Central minister Sri Bandaru Dattatreya garu on 05-03-2015 on his Visit to BSNL BHAVAN Hyderabad.

Along with the above members our CS Sri G.Veerabhadra rao submitted memorandom for our long pending carrier issues .We also submitted another memorandom to Hon'ble 'Minister from united forum.
